DHS USCG - Privacy/FOIA Support Services - MRAS

The General Services Administration (GSA), on behalf of the Department of Homeland Security (DHS), is conducting market research to procure contractor professional, technical, and management support services for the United States Coast Guard's Office of Privacy Management. This initiative is focused on ensuring compliance with federal laws and policies related to the Freedom of Information Act (FOIA) and privacy programs. The Office of Privacy Management oversees compliance with FOIA and Privacy Programs, fulfilling reporting requirements to various federal entities such as Congress, DHS, DOJ, OMB, and NARA. Additionally, it ensures adherence to the Privacy Act and other relevant legislation through comprehensive documentation and policy issuance.

The contract seeks a firm-fixed-price task order for services that include documentation, assessment, analysis, research, data processing, data entry, and general office support for USCG's FOIA and Privacy Programs. The objective is to provide robust support that ensures USCG aligns with all federal mandates concerning privacy management. This includes supporting both the Office of Privacy Management as well as the Office of Investigation and Casualty Analysis (CG-INV) within the Coast Guard.

Contractors will be expected to comply with a range of applicable documents including but not limited to the Freedom of Information Act, OMB FOIA Fee Guidelines, DHS FOIA Regulations, the Privacy Act of 1974 as amended by subsequent legislation like the E-Government Act of 2002. The period of performance spans a one-year base period starting January 22nd, 2026 with four additional one-year option periods potentially extending through January 21st, 2031.

The primary place for this contract's execution will be at U.S. Coast Guard Headquarters in Washington D.C., although alternative work arrangements such as telework may be permissible upon authorization from the Contracting Officer Representative (COR). Work hours are generally between 0800 and 1600 EST from Monday through Friday excluding federal holidays; however contractors may occasionally need to work outside these hours including weekends or holidays if required by project demands.
