Description

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support the United States Coast Guard's mission of enhancing recreational boating safety. The primary objective is to identify commercial off-the-shelf technologies, large language models, and artificial intelligence tools capable of detecting and redacting Personally Identifiable Information (PII) from text narratives and Microsoft Access files. This initiative aligns with the broader goals of ensuring public safety, minimizing injury and property damage, and supporting national security efforts within the National Recreational Boating Safety Program. The technologies sought must comply with DoD Impact Level 4 (IL4) standards, be IPv6 ready, and incorporate DevSecOps/SecDevOps principles along with Zero Trust measures.

The Coast Guard requires a system that can efficiently process Boating Accident Reports (BARs), which are mandated under federal regulations for incidents involving recreational vessels. The new system is expected to automate this process by identifying such sensitive information accurately and applying appropriate redaction or de-identification techniques.
