The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support the Transportation Security Administration's (TSA) mission of safeguarding the nation's transportation systems. The TSA Information Technology Solutions Division (TSD) is responsible for managing and supporting various vetting and credentialing systems that align with DHS Screening Coordination Office's Guidance. These systems are crucial in protecting the United States' transportation infrastructure from a wide range of threats, ensuring freedom of movement for people and commerce.

The TSA is seeking agile coaching support to enhance its credentialing systems, particularly focusing on consolidating the Transportation Vetting System (TVS), Screening Gateway Program (SG), and Technology Infrastructure Modernization Program (TIM) into a unified Vetting & Credential System (VCS). This consolidation effort is part of a broader transition from a hybrid development methodology to one based entirely on the Scaled Agile Framework (SAFe). The goal is to mature and optimize these practices to improve continuous integration, delivery, and overall software quality within TSA's credentialing systems.

The contractor will play an essential role in assessing team agility, analyzing program performance, and providing strategic guidance to enhance agile practices. This includes mentoring teams, developing instructional documentation, engaging in Agile ceremonies, backlog grooming, agile project management, documenting use cases, and developing user stories. The overarching objectives are to ensure maturity and optimization of TSD systems by conducting Agile Maturity Assessments, assessing team performance, recommending strategies for improvement, providing optional agile coaching services, improving VCS consolidation efforts, aligning them with Secure Flight Program methodologies, and optimizing the existing Lean Agile Center of Excellence.

This initiative will be executed at the Annapolis Junction Operations Center in Maryland. By achieving these goals and objectives through effective agile coaching support services provided by a committed vendor partner, TSA aims to significantly enhance its ability to protect national security through improved vetting processes while maintaining high standards for software development efficiency.
