DHS - Incident Inspections and Detainee Death Reviews - MRAS

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support the U.S. Immigration and Customs Enforcement's (ICE) Office of Professional Responsibility (OPR). The OPR is responsible for ensuring that ICE operates with integrity and accountability, particularly within its detention facilities. This initiative aims to enhance the oversight and inspection processes within ICE's detention operations, ensuring compliance with national detention standards and improving overall facility management.

The scope of work includes conducting comprehensive compliance inspections of various types of ICE detention facilities. These facilities include Service Processing Centers, Contract Detention Facilities, Large Dedicated Intergovernmental Service Agreement facilities, and Intergovernmental Agreement facilities. The Office of Detention Oversight (ODO) will perform these inspections to assess operational and administrative practices against established standards such as the National Detention Standards (NDS) and Performance-Based National Detention Standards (PBNDS). Inspections will involve both on-site visits and remote evaluations to identify deficiencies, best practices, and provide actionable recommendations for improvements in facility operations.

Additionally, the External Reviews and Analysis Unit (ERAU) within OPR is tasked with conducting Detainee Death Reviews (DDR). These reviews are in-depth investigations into any deaths occurring while individuals are in ICE custody. ERAU's DDR process involves a meticulous examination of all relevant documentation including medical records, facility policies, and correspondence related to the detainee's time in custody. The unit also conducts interviews with pertinent staff members to gather additional insights. The goal is to ensure transparency regarding detainee care standards and adherence to health care protocols while identifying areas needing attention or improvement.

This initiative underscores DHS's commitment to maintaining high standards within its detention operations by leveraging independent assessments from both ODO inspections and ERAU reviews. Through these efforts, DHS aims not only to uphold compliance but also foster an environment where best practices can be shared across facilities nationwide.
