DHS ICE - Acquisition Support Services - MRAS

The U.S. Department of Homeland Security (DHS), through the Immigration and Customs Enforcement (ICE) Office of Acquisition Management (OAQ), is seeking to enhance its procurement capabilities by procuring professional acquisition support services. The General Services Administration (GSA) is conducting market research on behalf of DHS to identify qualified vendors capable of fulfilling this requirement. The OAQ functions as a strategic asset within ICE, tasked with delivering quality acquisition solutions that align with the agency's mission objectives. These solutions encompass a wide range of services and products, including law enforcement equipment, detention and removal services, operational support, and IT supplies.

The primary objective of this contract is to secure non-personal professional support services for ICE/OAQ that span the entire acquisition lifecycle from pre-award to post-award phases. This includes operational contracting support, data management and analysis, procurement analysis, and administrative duties such as addressing Congressional inquiries and processing Privacy Act/Freedom of Information Act requests. The contractor is expected to employ best practices in acquisition/data management while engaging in proactive liaison activities with government personnel to ensure mission success.

Contractors will work closely with government personnel at ICE's headquarters in Washington, DC, or approved telework locations. They are expected to foster transparency and information sharing while maintaining accountability solely to their employer under the terms set by the government. The contract will be structured as a Labor Hour agreement with an anticipated period of performance comprising a base year and four optional one-year extensions.

Vendors interested in responding should demonstrate their capability to staff 29 positions within 30 days post-award while providing personnel who meet specific qualifications equivalent to the GS-1102 Contract Specialist series standards. This includes possessing relevant educational qualifications such as a bachelor's degree from an accredited institution and at least five years of documented experience in federal contracting roles. Vendors must also exhibit prior experience in similar rapid staffing scenarios along with robust recruitment strategies.
