Description

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support its Sustainability, Energy, Environment, and Asset Management (SEEAM) Division's Storage Tank Management Program (STMP). The primary goal of this initiative is to establish a consistent and sustainable environmental management program that ensures the operational efficiency and regulatory compliance of storage tank systems across the United States and its territories. This program covers underground storage tanks (USTs), aboveground storage tanks (ASTs), and mobile equipment. The STMP plays a crucial role in maintaining an inventory of these tanks, assessing their compliance with regulatory standards, determining their liability to DHS/FEMA, minimizing potential liabilities, and providing tools and processes for effective management.

The scope of work under this contract involves comprehensive services related to storage tank systems. Contractors are expected to undertake repairs, removals, installations, upgrades, and confirmatory sampling as outlined in the Statement of Work (SOW). The task order will be awarded on a firm-fixed-price basis. It is important to note that due to conflict of interest concerns, contractors awarded this task order will not be eligible for subsequent assessment or quality assurance tasks related to the Storage Tank Management Program.

Contractors are required to provide all necessary personnel, facilities, equipment, materials, and supplies unless expressly stated otherwise by the government. The work will be conducted at various FEMA-operated facilities where storage tanks are present across the U.S. The performance period for this contract consists of one base year with four option years. Contractors are expected to prepare cost proposals based on specific sites detailed in Attachments A and B provided in the solicitation documents.
