DHS FEMA - Contact Distribution Management System Requirement - MRAS

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support the Federal Emergency Management Agency's (FEMA) Office of External Affairs (OEA). The goal of this initiative is to enhance FEMA's communication capabilities by exploring options for a new contact management and distribution system. This system will play a crucial role in managing public and internal communications, ensuring that accurate information is disseminated efficiently to various stakeholders, including state and local officials, media representatives, and the general public.

The OEA is responsible for coordinating all communication efforts within FEMA, providing critical response and recovery information during emergencies. It supports FEMA leadership in decision-making processes by ensuring that all activities align with stakeholder needs and expectations. The Communications Division within OEA specifically handles messaging before, during, and after disasters through various channels including traditional media and digital platforms such as social media. This division has been utilizing Cision Public Relations/VOCUS for over seven years to manage reporter contacts, distribute press releases, track media interactions, and analyze outreach campaigns.

As part of this market research effort, FEMA seeks a new contract to support its ongoing contact management activities. The proposed system should be capable of handling an anticipated increase in active users up to 400 by the end of 2020 and continue facilitating effective communication with over 500 journalists/reporters per month. The system must also ensure seamless distribution of news releases while tracking responses from media outlets to measure campaign success accurately.
