DHS - Domestic Violence Awareness and Training - MRAS

The Department of Homeland Security (DHS), in collaboration with the General Services Administration (GSA), is seeking to enhance its personnel's awareness and understanding of domestic violence through a comprehensive training initiative. This effort aligns with DHS's broader goals of fostering a safer and more informed workplace environment by equipping law enforcement and administrative staff with the necessary tools and knowledge to identify, prevent, and address domestic violence effectively. By leveraging expertise in online education materials, the agency aims to provide high-quality training that supports both victims and those at risk of causing harm.

The scope of work involves the development of educational content specifically tailored for DHS personnel. The selected vendor will be responsible for creating a series of five-minute videos, infographics, and animations totaling 25 minutes. These materials will focus on Domestic Violence Awareness and Prevention, utilizing trauma-informed approaches that resonate with law enforcement audiences. The deliverables are intended for publication on an internal education platform, ensuring accessibility for all relevant staff members.

In addition to content creation, the vendor will be tasked with developing storyboards, digital content edits as directed by government officials, and evaluation tools to measure training effectiveness. The content must align with best practices from reputable sources such as the Department of Justice Office on Violence Against Women, the National Domestic Violence Hotline, and SAMHSA. By adhering to these guidelines, the contractor ensures that all educational materials meet rigorous standards for accuracy and sensitivity.

To maintain quality assurance throughout this project, the contractor is required to develop a Quality Assurance Surveillance Plan (QASP) for each deliverable. This plan must be approved by both the Contracting Officer's Representative (COR) and Government Program Manager (PM). It should address key performance measures such as alignment between final videos and initial storyboards/content guidance, adherence to best practices from SAMHSA and other authorities on domestic violence topics, as well as seamless integration into DHS's education system without technical issues.
