The government agency, in this case, is the United States Coast Guard (USCG), and they are purchasing DA Sustainment and Support Services. The USCG uses a web-based system called Direct Access (DA) to meet their personnel management needs. DA enables various processes related to personnel management, including assignment processing, training scheduling, retirements, promotions, records maintenance, and payroll activities. The system is currently hosted by a 3rd party vendor and uses Oracle PeopleSoft Human Capital Management (HCM) v9.2 with Global Payroll. The objective of this acquisition is to consolidate DA's multi-contract vehicles into a single contract that provides the same services. The timeframe of the acquisition and place of performance/delivery are not specified in the summary.

The scope of this acquisition includes securing management, development, and configuration services to support DA's daily operations and systems upgrades for personnel and payroll services to the USCG, as well as the National Oceanic and Atmospheric Administration (NOAA) and the United States Public Health Service (PHS). The contractor will be responsible for project management support, sustainment and contract transition, DA computing environment hosting requirement, and DA deployment and administration.

The contractor will need to provide project management support, including developing project management artifacts, assigning project staff, executing projects in collaboration with USCG stakeholders, and maintaining project documentation. They will also be responsible for the transition of work control during contract transition activities and providing a transition plan for DA system hosting environment portability.

In terms of hosting requirements, the contractor must ensure that the DA system can support a minimum of 10,000 concurrent users accessing it via web browsers worldwide. They must also maintain a secure hosting environment that complies with DHS Enterprise Architecture policies and standards. The contractor will be responsible for managing hardware infrastructure, encryption of data traffic, internet connections, data storage requirements, high availability requirements, performance monitoring and tuning, and coordination of unplanned events.

For deployment and administration, the contractor must follow Agile/DevOps release and deployment management methods. They will be responsible for deploying changes to the DA system, managing release schedules, capturing and documenting system changes, conducting release and deployment management meetings, and providing help desk support.

Overall, this opportunity involves providing comprehensive support services for the DA system used by the USCG, NOAA, and PHS. The contractor will need to ensure the system's availability, security, performance, and compliance with relevant policies and standards.
