The Department of Homeland Security (DHS), through its Chief Information Officer (CIO), has mandated a comprehensive transition to Microsoft 365 (M365) cloud services across all its components. This initiative is part of DHS's broader strategy to enhance operational efficiency and security through modern cloud solutions. The U.S. Customs and Border Protection (CBP) Office of Information and Technology (OIT) has fully adopted M365, leveraging its capabilities for a range of enterprise services such as email, cloud document storage, collaboration tools, office productivity applications, workflows, and dashboard analytics. To support these services, CBP has established three distinct M365 tenants: Production, Development (Test), and the External Collaboration Platform (ECP). These tenants are interconnected via Microsoft Express Routes using dedicated Cloud Service Provider connections, integrating Federated Identity with CBP Active Directory Federation Services (ADFS), Business to Business Guest integration with other DHS components, and alignment with CBP's Mobile Device Management solution.

The scope of work requested by the CBP M365 Service Owner encompasses both ongoing Operations and Maintenance (O&M) support for existing services as well as assistance in onboarding new Microsoft cloud services into the OIT's portfolio. This includes supporting the modernization efforts of the CBP Office of Chief Counsel's Litigation Hold processes, implementing email and document labeling systems, developing custom applications using Microsoft's Power Platform, integrating InTune/AutoPilot features, enhancing the security posture to align with Zero Trust Architecture principles, and ensuring seamless integration with Federated Identity Providers and Mobile Device Management solutions.

In executing these tasks, contractors will collaborate closely with various stakeholders within CBP and DHS as well as other federal agencies and industry partners. A significant aspect of this project involves working directly with Microsoft for solution engineering and issue resolution to ensure optimal service management. The technical environment mandates that all production data be stored in Azure Tenant facilities designated for federal customers within the United States. Additionally, data classified as particularly sensitive is secured using Microsoft encryption technology both during transmission and at rest.
