DHS CBP - Carrizo Cane Eradication - MRAS

The Department of Homeland Security (DHS), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors capable of executing a comprehensive strategy for the eradication and management of Carrizo cane (Arundo donax) along designated areas of the Southwest border. This initiative supports U.S. Customs and Border Protection's (CBP) objectives by enhancing operational efficiency, ensuring compliance with environmental regulations, and addressing structural and ecological priorities. The overarching goal is to improve border security while promoting habitat restoration and sustainable land management.

The work involves developing a long-term implementation strategy spanning 3-5 years to strategically remove Carrizo cane, an invasive plant species, from specified areas along the Southwest Border. The contractor will be responsible for site assessment, planning, and executing a two-pronged approach that includes both mechanical and chemical removal methods tailored to each site's specific needs. The strategy must prioritize areas critical to border security operations while minimizing disruption to surrounding vegetation and wildlife. Additionally, the contractor will be tasked with planting native species in place of removed vegetation to support habitat restoration efforts.

Specific tasks include conducting comprehensive surveys to assess infestation levels, developing strategic removal plans in coordination with CBP project teams, and implementing removal methods such as mechanical mowing, root plowing, chemical treatments using EPA-approved herbicides, and aerial drone applications. The contractor must ensure compliance with environmental regulations throughout the process while maintaining operational priorities such as protecting endangered species and preserving soil integrity.

Potential contractors are encouraged to provide detailed descriptions of their relevant experience in similar projects, including aspects such as project management, staffing capabilities, quality assurance measures, safety protocols, innovative tools or techniques employed in remote areas like the Southwest Border, specialized equipment used or required for field testing or purchase considerations. Additionally, companies should outline their staffing plans with recommended labor categories and estimated rates for locations like Rio Grande Valley, Laredo, and Del Rio in Texas. Plans for teaming or subcontracting arrangements should also be included if applicable.
