DHS CBP - Amenities, Property, and Identification Program - MRAS

The U.S. Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support the Customs and Border Protection's (CBP) Amenities, Property, and Identification Program (APIP). This initiative is part of CBP's broader mission to manage border security effectively while facilitating legitimate trade and travel. The APIP program plays a crucial role in enhancing operational efficiency by issuing hospital-style wristbands with barcodes for individuals in custody, thereby streamlining processes and improving accountability.

APIP was initially deployed as a desktop application in December 2019 and later migrated to the cloud in June 2022. This transition aimed to bolster its capabilities and integration with enforcement systems utilized by CBP and Immigration and Customs Enforcement (ICE). Since then, the program has seen continuous enhancements, driven by user requests and leadership directives, to improve workflow efficiency and data-driven decision-making within the agency.

The current solicitation seeks a contractor to provide comprehensive services related to Radio Frequency Identification (RFID) deployment for APIP. The scope of work includes procuring yearly licensure for MotionWorks software, designing facility layouts for RFID implementation, acquiring necessary materials, installing equipment, and offering ongoing support for all devices and software under this contract. The contractor must collaborate closely with Zebra Technologies to ensure system compatibility with existing APIP infrastructure.

The successful contractor will be responsible for providing detailed design services in coordination with Zebra Technologies' Professional Services team. This includes creating design plans that outline how RFID equipment will be installed across multiple CBP facilities. Once approved by CBP, the contractor will procure materials from Zebra Technologies or third-party vendors as needed. Following procurement, installation will proceed according to the approved designs to ensure seamless integration of RFID technology into CBP operations.
