Description

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to replace the antivirus software used by the U.S. Customs and Border Protection's (CBP) Automated Commercial Environment (ACE). The Office of Information and Technology (OIT) within CBP, specifically the Enterprise Infrastructure Operations Directorate (EIOD), is responsible for maintaining optimal IT systems that support border protection and facilitate legitimate trade. Due to the end-of-life status of McAfee Command Line Scanner, which was previously used as an antivirus solution on AIX Operating Systems, there is a need to procure a new antivirus solution.


The scope of this contract involves acquiring a firm fixed-price agreement for AIX Operating System Antivirus software. This software is crucial for Federal information systems, contributing to DHS's overall cybersecurity scorecard alongside Host-Based Intrusion Prevention Services. The specific requirement involves purchasing 530 licenses for Trend Micro Deep Security Enterprise Edition, with installation handled by on-site staff. There are no additional contractor employees required for this effort, as no transition or extensive implementation services are necessary.


Deliverables include providing the aforementioned licenses with no need for government-furnished equipment or information. Since this is purely a software purchase, there is no designated place of performance; contractor personnel will not be reporting daily as part of this requirement. The contract includes a base year from March 2026 to March 2027 and four subsequent option periods extending through March 2031.


In terms of compliance and standards, the offeror must ensure that all solutions align with DHS and CBP's Enterprise Architecture requirements, including adherence to technical reference models and policies set forth by DHS and CBP Chief Information Officers (CIOs) and Chief Technology Officers (CTOs). This ensures that any implemented solutions conform to established federal enterprise architecture models using appropriate business process modeling standards.
