Background
The National Highway Institute (NHI) is the training and education arm of the Federal Highway Administration (FHWA), established by Congress in 1970. NHI’s mission is to provide technical transportation training and associated materials to the surface transportation community. The objective of this contract is to develop, update, and deliver creative, innovative, interactive training to include supplemental materials, tools, and services to support training for the FHWA Structures program area.

Work Details
This IDIQ contract provides for the development, update, and delivery of instructor-led training (ILT), web-based training (WBT), web conference training (WCT), videoconference training (VCT), flipped classroom training, new and evolving training delivery platforms, electronic testing, and new technologies such as mobile apps, electronic workbooks, virtual simulations, and virtual world delivery.
Additionally, this IDIQ provides for the development and update of supplemental materials, tools, and services to support training in the Structures subject area. The specific subject areas to be addressed include various technical skills necessary for the Structures area.

Period of Performance
The period of performance under this contract is five years from the effective date of the contract. Task orders may be issued up to 18 months past the end of the period of performance.

Place of Performance
The Contractor shall submit interim and final deliverables concurrently to the COR and Task Order’s Representative (TOCOR). The Government may request the Contractor to include specified keywords in the subject line of emails containing deliverables.
