Background
The Mission and Installation Contracting Command Fort Leavenworth, KS is conducting market research to identify parties interested in supporting the requirement for Quality Control and Validations for the Defense Language Proficiency Test (DLPT).

The Defense Language Institute Foreign Language Center (DLIFLC) is developing tests to assess the foreign language proficiency of military and government personnel, aiming to procure these services competitively.

Work Details
The contractor will provide foreign language services for the review process, which includes:
1. ILR Review: Conducting reviews guided by ILR skill level descriptors and US Government test development guidelines, ensuring integrity in both written and spoken forms of the target language. This includes analyzing reading or listening passages for authenticity, accuracy, and completeness, assigning ILR levels to each item reviewed.

2. QC and Corrections Review: Identifying and correcting deficiencies in written and spoken target language test passages, ensuring correctness of target language in test passages, quality of English renderings, and sound quality in listening passages. The contractor will provide review reports upon completion of each review session detailing ILR levels assigned, comments on correctness, and any deficiencies identified.

3. The contractor must ensure that no test items are copied during the review process and provide necessary equipment such as laptops or desktops to support these tasks.
