Background
The Indian Health Service (IHS), specifically the Shiprock Service Unit and Northern Navajo Medical Center, located in Northwestern New Mexico, is seeking to conduct survey data for Ambulatory Care and Emergency Medicine as part of the Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS).

The hospital provides a full range of inpatient services and outpatient care, aiming to improve quality care issues as mandated by the Centers for Medicare & Medicaid Services (CMS).

Work Details
The contractor will perform the following tasks:
1. Provide mandated CMS patient satisfaction surveys as a CMS-approved HCAHPS and OAS CAHPS vendor.
2. Conduct surveys for patients discharged from the hospital, treated in the Emergency Department, and released from outpatient ambulatory surgical services.
3. Submit data following CMS specifications with quarterly reports due by the 15th of the following month after each quarter.
4. Mail surveys to a sampling of eligible patients according to CMS guidelines, using standardized survey instruments with follow-ups via mail or telephone if necessary.
5. Ensure inpatient surveys comply with CMS requirements and monitor response rates to maintain statistical validity.
6. Submit survey results to CMS by established deadlines, provide one free web-based session for all survey types, deliver reports in PDF format, conduct an annual telephone report review of results, import patient databases in required formats, and process data including coding for open-ended questions.
