Description

The purpose of this acquisition is to provide HRD with a singular Service Management Systems (SMS) and Change Management (CM) Software as a Service (SaaS) based, FedRAMP-authorized solution. The primary goal of this acquisition is to Implement a singular SMS and CM Software as a Service (SaaS) based, FedRAMP-authorized solution.
Background
The Department of the Interior (DOI), through its Interior Business Center (IBC), is issuing a Brand Name Justification for an Exception to Fair Opportunity for the Human Resources Directorate (HRD). The goal of this acquisition is to provide HRD with a singular Service Management Systems (SMS) and Change Management (CM) Software as a Service (SaaS) based, FedRAMP-authorized solution.

This justification supports a follow-on requirement for ServiceNow Software-as-a-Service (SaaS) licensing and support services, ensuring continuity of services within HRD's Personnel and Payroll Systems Division (PPSD) and Human Resources Management Systems Division (HRMSD).

Work Details
The contract will involve the following tasks:
1. Provision of ServiceNow (SNOW) Software-as-a-Service platform environment that is scalable to host current, emerging, and future hosting requirements.
2. Hosting a multi-tenant structure for HRD’s HRMSD and PPSD software development life cycle (SDLC) Change Management procedures and records management.
3. Supply of ServiceNow subscription licenses along with implementation services including data migration, site configuration, and instance workflow creation.
4. Ongoing support for the existing PPSD SNOW instance, including planning and executing its migration into the new environment/instance.
5. Future efforts will include planning integration of both instances into one unified instance and disestablishment of PPSD’s prior instance.

Period of Performance
The anticipated period of performance includes a 12-month base period followed by four additional 12-month option periods, covering from August 14, 2025 to August 13, 2030.

Place of Performance
The contract will be performed at the United States Department of the Interior, Interior Business Center located in Washington, DC.
