This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of vendors to provide the required services and/or products.

The Fleet Logistics Center Sigonella (FLCSI) Naples Detachment, Naples, Italy, announces its intention to procure on a competitive basis the services necessary to provide construction security services as well as construction security surveillance services to support a secure construction project onboard Keflavik Air Base (KAB), Keflavik, Iceland in accordance with (IAW) the Intelligence Community Directive (ICD) 705 series and Department of Defense (DoD) policies.

REQUIRED CAPABILITIES

Details are described in the Attachment to this Sources Sought Notice. The Attachment is the form of the DRAFT Performance Work Statement (PWS).

The Contractor shall be responsible for obtaining any necessary technical representative status, licenses, permits, country/theater clearances, and entry authorizations to comply with any applicable U.S. and Host Nation laws, codes, and regulations.

ELIGIBILITY

The anticipated NAICS Code for this requirement is 561612 Security Services. Anticipated PSC is R430 Support Professional: Physical Security and Badging. This Sources Sought Notice is requesting responses to the following criteria from all vendors that can provide the required CONUS/OCONUS services.

SUBMISSION DETAILS

Interested businesses should submit a brief capabilities statement package that must address interest and ability to perform all portions of effort. Interested parties are requested to submit a capabilities statement of no more than five (5) pages in length. The response to the Sources Sought Notice and Request for Information shall be submitted in either Microsoft Word or Portable Document Format (PDF) via email to Pamela Brown at pamela.j.brown1.civ@us.navy.mil. The deadline for response to this request is 1600 hours, Central European Summer Time (CEST), on Friday, 3 May 2024.

Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned.

Background
The Fleet Logistics Center Sigonella (FLCSI) Naples Detachment, Naples, Italy, announces its intention to procure on a competitive basis the services necessary to provide construction security services as well as construction security surveillance services to support a secure construction project onboard Keflavik Air Base (KAB), Keflavik, Iceland in accordance with (IAW) the Intelligence Community Directive (ICD) 705 series and Department of Defense (DoD) policies.

Work Details
The purpose of this requirement is to provide construction security services as well as construction security surveillance services to support a secure construction project onboard Keflavik Air Base (KAB), Keflavik, Iceland. The Contractor shall review, develop, correct and update the Construction Security Plan (CSP), providing expert assessment and feedback on ICD 705 compliance along with any contractual/legal impacts.
The Contractor will provide expertise throughout the design review process to ensure that accreditation requirements are accurately incorporated into the project design.
The Contractor will also complete and/or provide input for all required documentation for submitting a Pre-Construction package to the Accrediting Official (AO).
The Contractor shall procure, repair/maintain, and provide initial training to Contractor personnel for equipment and systems required to perform all tasks in this PWS.
The Contractor shall ensure that all equipment is serviceable and maintained IAW the specific manufacturer’s requirements.
The Contractor shall provide SSM services in support of the creation of a new SCIF as part of a building renovation in Keflavik, Iceland. The SSM is considered key personnel under this contract.

Period of Performance
The period of performance includes multiple phases from 30 September 2024 to 30 April 2029 with an option for a six-month extension.

Place of Performance
The majority of the SSM tasks will be performed virtually during Phases 1 and 2, with Phase 3 requiring onsite presence in Keflavik, Iceland. Travel to other facilities, both locally and OCONUS may be required.
