Checkpoint Property Screening System (CPSS) Update Regarding Increment 2 and the Conclusion of Increment 1 Qualified Products List (QPL) Windows

Amendment 00003

The purpose of this amendment is to provide industry with an update on the Transportation Security Administration's (TSA's) Checkpoint Property Screening System (CPSS) program's strategy for Increment 1 and Increment 2.

Increment 1:

The Increment 1 Qualified Product List (QPL) windows for Base, Mid-size, and Full-size systems closed on December 29, 2023 as publicized via Notice ID 70T040CPSSQPL. TSA appreciates all industry partners who participated in the CPSS Increment 1 QPL process. The process defined a pool of vendor systems that met TSA's qualification requirements for Computed Tomography (CT) screening systems, which TSA will continue to use towards meeting its requirements for CT systems in the field. TSA anticipates working with the Increment 1 qualified vendors on incremental upgrades to improve current capabilities and add new capabilities until Increment 2 is put in place.

Increment 2:

As announced via Notice ID TSA25-04-03804, TSA held a CPSS Increment 2 Industry Day in February 2023 as part of market research to assist with developing a potential strategy for Increment 2. TSA is still in the process of determining the scope and time frame for Increment 2. It is anticipated that this increment will incorporate procurement of equipment compatible with an open architecture technology environment which is still being defined. TSA intends to provide industry with updates as the Increment 2 scope and approach matures. Please continue to monitor Sam.gov for updates.

The purpose of this notification is to provide responses to vendor questions received regarding Increment 2 Strategy. Responses to questions specific to the Functional Requirements Document (FRD) will not be provided at this time. They may be made available once the FRD is finalized; however, this is not gauranteed.

The purpose of this notification is to provide updates to the CPSS Increment 2 Industry Day Announcement. All updates have been highlighted in attachment CPSS Increment 2 Industry Day Announcement-00001.

Registration to participate in this Industry Day is hereby updated to no later than 3PM ET on February 17, 2023 to CPSSComms@tsa.dhs.gov. Please see the attachment for additional details and instructions.

The Transportation Security Administration (TSA) Acquisition Program Management (APM) Office is hosting a virtual Industry Day for the Checkpoint Property Screening System (CPSS) Program.

The goals of this Industry Day are to:

• Discuss the closure of the Increment (Inc.) 1 qualification window;
• Communicate TSA's CPSS Inc. 2 execution strategy and milestones; and
• Share changes to the draft CPSS Inc. 2 Functional Requirements Document (FRD), discuss TSA's vision for their implementation, and present guidance on how to provide feedback on these changes.
