Background
The contract opportunity is for the modernization of a boiler plant at the Richmond VA Medical Center. The project requires the services of an architectural engineering firm with special knowledge of hospital design. The goal is to enhance energy efficiency, improve system reliability, and modernize the control infrastructure for the entire utility plant located in Building 501.

Work Details
The scope of work includes preparation of existing conditions plan and conceptual design, site investigation, photographic documentation, preparation of contract drawings and specifications, construction period services such as review of submittals and field inspections, and construction period site visits.
The AE is expected to provide professional qualifications necessary for satisfactory performance, specialized experience and technical competence in boiler plant replacement projects, capacity to accomplish the work in the required time, past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules in a hospital setting.
Additionally, the AE must illustrate experience in providing construction period services and demonstrate a record of significant claims against the firm because of improper or incomplete architectural and engineering services.
