THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A REQUEST FOR STANDARD FORM (SF) 330 ARCHITECT-ENGINEER QUALIFICATIONS PACKAGES ONLY. ALL INFORMATION NEEDED TO SUBMIT SF330 DOCUMENTS IS CONTAINED HEREIN. NO SOLICITATION PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. THE GOVERNMENT WILL NOT PAY, NOR REIMBURSE, ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. The only attachments being provided at this time are the SOW and PPQ form.
Background
The Veterans Health Administration (VHA) Program Contracting Activity Central is seeking sources and intends to award a firm fixed price design contract for Architect-Engineering (A-E) services for the development of complete construction documents, which include working drawings, specifications, and reports, and construction period services for Project 630-22-700 EHRM Infrastructure Upgrades at the Margaret Cochran Corbin VA Campus in New York Harbor, Manhattan VAMC.

Work Details
The A-E shall provide Architect-Engineer (A-E) services to design a construction project at the New York Harbor, Manhattan VA Medical Center (VAMC) including site visits, field investigation, studies, and user interviews to prepare drawings, specifications, and cost estimates for all facets of work and disciplines/trades to facilitate a construction project to upgrade the facility infrastructure to support the new Electronic Health Record Modernization (EHRM) system. The scope of this project includes infrastructure improvements such as interfaces, HVAC, electrical, bonding, Uninterruptible Power Systems, Building Management System reconfiguration, expansion and renovation of existing space, data outlets, patch panels, category 6A cabling, physical security upgrades, fiber infrastructure backbone campus-wide within buildings and between buildings, diversified path for Wide Area Network, hazardous material abatement, relocation of existing Data Center to renovated space, repair and/or replacement of gymnasium roof. The A-E shall also respond to construction contractor Requests For Information (RFIs), attend pre-bid conferences and commissioning kick off construction project conferences.

Period of Performance
The A-E shall perform Part One Services/Design Phase work according to the schedule shown below. The A-E is also responsible for following Specification Section 01 32 16.01 Architectural and Engineering CPM Schedules. The total Part One Services/Design Phase Schedule is 400 Calendar days. Solicitation Support Services (Option Line Item) shall be performed for the length of time between the time the option is exercised and award of the construction project. Construction Period Services (Option Line Items) and Third-Party Commissioning (Option Line Item) shall be performed for the length of time between the time the option(s) are exercised and acceptance of Construction Completion. The VA has 365 calendar days from final acceptance of the design to exercise the option(s) for Solicitation Support Services, Construction Period Services, and Third-Party Commissioning.
