Burn Cell Complex (Tear Out and Build In)   2

Background
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is the primary Federal Law Enforcement agency with jurisdiction over fire and explosives. This contract aims to support training programs administered by the Fire Programs and Training Branch at the National Fire Academy (NFA). The goal is to facilitate science-based technical fire investigations training for ATF Special Agents, State and Local Public Safety personnel, and International students.

The training includes live fire demonstrations and fire origin investigations, necessitating the maintenance and rehabilitation of the Burn Cell Complex located at the National Emergency Training Center in Emmitsburg, Maryland.

Work Details
The contractor will be responsible for labor and materials required to tear out and build in the interiors of the Burn Cell Complex. This includes:
1. Removing fire-damaged construction materials from training cells;
2. Installing new ½” gypsum board, doors, windows, protective flooring, carpet, and electrical components;
3. Conducting general maintenance of practical exercise cells as needed;
4. Ensuring that all work adheres to NFA/ATF training schedules.

The Burn Cell Complex consists of two Flashover Cells, eight Burn Cells, and one Multi-Room Burn Building.

Period of Performance
The contract will be performed over multiple ordering periods from September 1, 2025 to August 31, 2030.
