04/17/2023 Update: Amendment 0004 updates solicitation notes and updates schedule quantities.

03/21/2023 Update: Amendment 0003 updates solicitation notes to include new OET website address and updates schedule quantities.

02/03/2023 Update: Amendment 0002 corrects a typographical error in Amendment 0001.

02/01/2023 Update: Amendment 0001 and updated RFP conformed copy. Amendment 0001 reopens the solicitation for initial offers until 02:00 PM EST February 3, 2023. It also contains updates to the solicitation notes, schedule, and clauses; please review.

12/15/2022: ENERGY QAP C1.02 (DEC 2016) added to Attachments.

This is the solicitation for the annual bulk fuel procurement for the Atlantic/Europe/Mediterranean (AEM) 2023 Purchase Program. See attachment/links section for full requests for proposals and all attachments. The fuel procured from this buy will cover various locations in the AEM geographic region. The NAICS code for this procurement is 324110.

The solicitation closing date and time is January 03, 2023 at 3PM EST.

The Program's Ordering Period is date of award through June 30, 2024.
The Delivery Period is July 1, 2023 through June 30, 2024, with a 30-day carryover period.

The delivery methods will be Tanker FOB Origin only, Barge FOB Destination only and Pipeline both FOB Origin and Destination, depending on the specific requirement and location.

DLA Energy will be using the Bulk Offer Entry Tool (OET) for this Procurement. The usage of the Bulk OET is mandatory. The Bulk OET will allow Offerors to electronically submit and sign their offer (including the SF1449).
