The purpose of Amendment 0004 to Solicitation W56HZV-22-R-0077 is to make the following changes:

1.. Section B is revised as follows:
i. Reduced total quantity from 138 to 100 for base CLIN 0001. Reflected changes by deleting deliveries 008,009,010 and reducing
the quantity from 15 to 10 for delivery 007.
ii. Revised CLIN 0001 description to reflect updated kit drawings "rev X1" dated 02 March 2023.
iii. Created CLIN 0002 using Option Clause FAR 52.217-7 "Option for Increased Quantity-Separately Priced" for a quantity up to
55 which must be exercised within 180 days after contract award.

2.Section C.2.1.2 is revised as follows:

one A-Kit shall consist of the below components"
TO: "One A-Kit shall consist of the items listed on the Indentured Bill of Material (IBOM) created from kit drawing 57K8011,
rev X1, dated 02 March 2023, including the full quantity of all subcomponents included in these kit part numbers but excluding
parts identified as Government Furnished Equipment (GFE) to the modification kit.
(And deleted list of components that were listed below)

3. Section I as follows:
i. FAR 52.217-7 Option for increased quantity-separately priced line item is added to Section I.

4. Section L is revised as follows:
i. L.1 Packing/Packaging Level for option quantities is added

5. Section M is revised as follows:
i. FAR 52.217-5 evaluation of options is added to Section M.
ii. M.1 Evaluation of Transportation costs for options is added.
iii. M.2 Evaluation of incomplete option pricing is added.

Under the authority of 10 United States Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements , the United States Army Contracting Command-Detroit Arsenal (ACC-DTA) intends to award a Sole Source Firm-Fixed Price (FFP) contract to BAE Systems for the Bradley Fighting Vehicle A-Kit for the Vehicle Protection Systems Base Kit with Laser Warning Receiver on an other than full and open competition basis. This solicitation is intended to result in a single contract.

The proposed contract is for supplies for which the Government intends to negotiate with only one source, BAE.
