Background
The McAlester Army Ammunition Plant is issuing a Simplified Acquisition request for a Blanket Purchase Agreement (BPA) focused on Asbestos and Mold Testing services. The goal of this contract is to ensure compliance with environmental safety standards regarding asbestos-containing materials (ACM) and mold, which aligns with the Department of Defense's mission to maintain safe and healthy facilities.

Work Details
The contractor will perform the following tasks:
1. Conduct inspections and sampling surveys for suspect ACM in accordance with EPA protocols (40 CFR 763). This includes:
- Review of existing building documentation (if available).
- Physical assessment of areas suspected to contain ACM.
- Bulk sample collection of suspect ACM.
- Analysis of samples using polarized light microscopy.

2. Provide a summary of survey activities after receiving results from bulk samples submitted under chain of custody procedures.

3. Ensure that all inspectors are AHERA accredited and licensed by the Oklahoma Department of Labor and Oklahoma Department of Environmental Quality.

4. Perform laboratory testing on collected samples, including:
- Confirmed ACM identification.
- Laboratory analytical reports detailing material containing asbestiform minerals in concentrations greater than 1%.
- Summary reports on the classification, condition, and approximate quantity of confirmed ACM.

5. The estimated workload includes approximately 50 samples per year for testing, bulk sample collection, and laboratory analysis.
