Background
This solicitation is for water treatment services at the Hershel Woody Williams VA Medical Center in Huntington, WV. The VA Medical Center has a four-boiler plant and a cooling tower that require regular water treatment to maintain safe and normal operation. The VA owns the chemical feed systems and will purchase any additional or replacement equipment as needed. The contractor must have at least three years of experience providing chemical treatment for similar systems and must have a water treatment specialist with a bachelor's degree in chemical engineering or physical sciences. The contractor must also operate or maintain a contract with a state-certified laboratory for water testing and analysis.

The period of performance for this contract is from January 1, 2024, to December 31, 2024.

Work Details
The vendor shall provide all labor and supervision to conduct water treatment services for the four boilers in the Boiler Plant, the high temp hot water heating boiler at Building 20 (BRAC), the high temp hot water heating boiler at the Fisher House, and the Cooling Tower. The vendor will also provide water testing services and recommendations for the proper operation of 26 Closed Loop and Open Loop systems. Quarterly preventive maintenance services will be provided for three water softener systems, and comprehensive repair service will be provided as requested by the VA. The vendor must also inspect and test all items of the chemical feed system and controls used by the vendor, maintain all chemical feed and control equipment, provide operator training twice per year, visit the plant weekly during the first two months of a new contract, perform tests on water samples, test corrosion coupons quarterly, apply for construction permits if necessary, provide daily cleanup of work area and trash removal from site, and provide complete written instructions to VA personnel for routine water tests and chemical feed procedures.
