The Naval Sea Systems Command, Headquarters (NAVSEA HQ) intends to hold a virtual Industry Day on 19 January from 0900-1700 EST. The Program Executive Office Unmanned and Small Combatants, Unmanned Maritime Systems Program Office (PMS 406) will host this Industry Day to brief updates to the Autonomy Baseline Manager (ABM) contract effort.

The objective of this event is to address previous Industry Feedback, provide additional Government information, and solicit industry feedback to the proposed ABM program strategy. The ABM Industry Day will provide an overview of: The program schedule; the contracting, competition, and business strategy; and the program requirements and objectives.

The Government will make available draft ABM information, as it is ready for distribution, to approved contractors that pre-register. The Government will seek feedback on this information during the ABM Industry Day. Details for accessing this information will be posted in a separate update to sam.gov.

Industry Day Information:

The Industry Day event will be held virtually. See Attachment ABM Industry Day Registration Form to register for Industry Day. The specific details for joining the virtual Industry Day and ABM Program overview presentation will be provided via separate correspondence to pre-registered and approved companies only. Pre-registration by 14 January 2022 at 1700 EST is required to participate in the ABM Industry Day. Registration on the day of the event is not allowed. Indicate on the registration form all representatives of your company that will participate in Industry Day.

The Government's presentation via teleconference will begin promptly at 0900 on 19 January 2022. The Government will distribute the teleconference number and its slides via DoD SAFE to all approved companies that pre-register. The Government will send a calendar invite to each company's designated representative identified on the attached registration form. Each company is restricted to one call in-line and two participants. The teleconference number will open at 0830 on 19 January 2022 to provide participants 30 minutes to verify connectivity.

One-on-one virtual engagement sessions will be conducted immediately following the presentation on 19 January 2022. Engagement sessions are one-on-one virtual meetings between the Government and individual approved companies and are intended for industry to ask questions and provide feedback to the Navy. Limited engagement session slots are available on a first-come, first-served basis. Indicate on the registration form if your company is interested in scheduling a one-on-one engagement session. The Government will forward assigned timeslots to individual companies via separate correspondence prior to Industry Day. Any company that receives a one-on-one engagement session must provide a teleconference number to use during the session, and forward to the Government's points of contact at least 24 hours prior to the session. For planning purposes, teleconference numbers must be able to accommodate up to 20 Government representatives on the line, and all participating company representatives.

Access for all Industry Day events will be restricted to U.S. DoD contractors only. Audio or visual recording devices of any kind are prohibited. The CAGE number provided on the registration form will be used to verify U.S. DoD contractors. The deadline for registration is 14 January 2022 at 1700 EST.

All Industry Day events will be held at the UNCLASSIFIED (CUI) level and the information presented by the Government is considered Distribution Statement C. There will be no hard-copy materials provided to industry. Industry Day slides will be digitally distributed to registered and pre-approved participants after Industry Day.

The ABM Industry Day will be conducted in two parts:

Part 1) Virtual presentation to all attendees by the Government.

Part 2) One-on-one engagement sessions.

The notional ABM Industry Day schedule is as follows:

0900-1000 - Part 1 - Government Presentation

1100-1300 Industry Engagement Sessions Part 1

1300-1330 Lunch

1330-1700 Industry Engagement Sessions Part 2

The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.

Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this notice. Not responding to this notice does not preclude participation in any future solicitation, if one is issued.

NOTICE:
A Dept. of the Navy Office of General Counsel attorney for PEO USC will also participate in all parts of the industry day event to ensure that government personnel abide by appropriate authorities, but will not direct his communication to contractor participants. The Department of the Navy attorney does not have any knowledge or expectation that contractor participants are represented by counsel for the purposes of the industry day or any matter discussed during the industry day.
