Combined Synopsis/Solicitation

This is a combined synopsis/solicitation for the rental of Automated External Defibrillator (AED) prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement and attachment constitute the only solicitation; Quotations are being requested and a written solicitation will Not be issued. (ii) Solicitation number 15JFAS-24-PR-0112 is issued as a request for Quotation (RFQ). The government contemplates award of a Firm-Fixed priced contract. The period of performance is a base year and four (4) one-year options. The price of the options will be evaluated with the base period at time of award. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The North American Industry Classification (NAICS) Code is 339112 and Product Service Code 6515.

The following FAR Provisions apply to this solicitation: FAR 52.212-1; FAR 52.212-2; FAR 52.212-3 ALT 1; FAR 52.212-4; and FAR 52.212-5. Prospective vendors are invited to submit their responses to this combined synopsis/Request for Quotation of their interest and capability to respond to the requirement. Submit responses and the quotation to Linda Stowe, by email to Linda.f.stowe@usdoj.gov.

Responses are due No Later than 06 September 2024, at 10:00 a.m.; EST. Responses received after 06 September 2024 at 10:00 a.m. EST will not be accepted. All questions may be submitted via email to linda.f.stowe@usdoj.gov No Later than 05 September 2024 at 10:00 a.m.: EST.

Attachment: Statement of Work and RFQ

Background
The Department of Justice (DOJ) is seeking a vendor to provide a full-service leasing contract for an Automated External Defibrillator (AED) Management Program. This program will support the operation of 45 AED devices at two DOJ locations in the National Capital Region. The goal is to ensure compliance with federal regulations and maintain information security while providing necessary medical oversight and support under the direction of the Safety and Occupational Health Manager.

Work Details
The vendor shall provide oversight and maintenance for 45 ZOLL PLUS AEDs or equivalent. Key specifications include:
- Real-time CPR feedback on rate and depth of compressions
- LCD screen with audio prompts and visual icons
- One-piece electrodes with a 5-year shelf life
- Off-the-shelf lithium batteries with a 5-year battery life
- IP55 rating for dust and water resistance
- Durability against extreme conditions
- Automatic self-testing for readiness
- Soft carry case for travel
- Minimum 5-year warranty.

Additional tasks include:
1. Medical direction and oversight of all AEDs.
2. Full program implementation support including installation, maintenance, and regulatory compliance.
3. A web-based application for tracking AED status.
4. Monthly inspections and regulatory support.
5. Post-event incident reporting and assistance.
6. Annual inspections of all units.
7. Replacement services for expired warranty AEDs.

Period of Performance
Base Period: September 1, 2024, through August 31, 2025; Option Periods: Each subsequent year through August 31, 2029.
