Description

The U.S. General Services Administration (GSA), on behalf of the U.S. Army, is conducting market research to support the Special Operations Mission Training Center (SOMTC) at Fort Bragg, North Carolina. The primary goal of this initiative is to gather information from potential contractors capable of providing comprehensive training and support services for the United States Army Special Operations Command (USASOC). This research aims to identify qualified contractors who can deliver non-personal services that align with the standards and requirements outlined in the Performance Work Statement (PWS).


The contract in question is a non-personal services agreement titled "Special Operations Mission Training Center Contract." The selected contractor will be responsible for providing all necessary personnel, supervision, and resources required to perform specialized training services. These services are essential for preparing Special Operations Forces (SOF) to operate effectively across various mission scenarios. The contractor will ensure interoperability between Army Mission Command Systems and simulations while tailoring SOF exercise architecture to meet specific user requirements and training objectives.


Key responsibilities under this contract include integrating simulations and simulation tools into both individual and collective training environments, representing systems and behaviors through Modeling & Simulation techniques, and preparing courses on vital Army Mission Command systems such as CPOF, JADOCS, CPCE, JBC-P, AIDE, Palantir, GAIA, FADE-MIST, and TAK. Additionally, the contractor must demonstrate expertise in managing a workforce that supports a Mission Command Training Complex/Center by planning and executing local and distributed Mission Readiness Exercises while maintaining cybersecurity compliance.


The SOMTC operates under USASOC's G3 Directorate at Fort Bragg. It consists of an active-duty officer serving as Director along with Government Service employees and contracted staff organized into three divisions: Operations, Training, and Information Technology & Cyber. The Operations Division oversees quality control functions related to facilities support through its Facilities Management Branch managed by a contractor Facility Operations Manager responsible for physical security logistics property management among other tasks ensuring efficient SOMTC operations.
