Army - Letterkenny Army Depot (LEAD) Labor Support - MRAS

The General Services Administration (GSA), on behalf of the United States Army, is conducting market research to identify potential contractors capable of providing labor support services at Letterkenny Army Depot (LEAD) in Chambersburg, Pennsylvania. The overall goal of this solicitation is to ensure that LEAD receives the necessary workforce support to maintain its operations efficiently and effectively. This initiative aligns with broader objectives to support military readiness and operational capability through specialized maintenance and logistical services.

The scope of work involves a range of non-personal services, including Maintenance Manufacturing Recapitalization and Reset, Modernization and Technical Support, Weapon Systems Maintenance, Logistical Services in support of Production Management, as well as Real Property Management. Contractors will be responsible for supplying all personnel and supervision required to perform these tasks while adhering strictly to quality control standards outlined in the Performance Work Statement (PWS). The contract will span a base year with four additional option years, reflecting a long-term commitment to sustaining LEAD's operational needs.

Specific roles within this contract include positions such as Administrative Clerk, Automotive Mechanic, Blaster, and Carpenter. Each role requires different levels of education and experience. For instance, an Administrative Clerk must have at least a high school diploma or equivalent along with two years of experience. The position demands familiarity with office terminology and proficiency in software like Word, Excel, and PowerPoint. In contrast, an Automotive Mechanic should possess one to three years of experience with automotive equipment repair processes such as disassembly and reassembly using precision tools.

The PWS outlines that contractors are expected to develop robust Quality Control programs ensuring all services meet specified standards. Additionally, the Government will implement Quality Assurance measures through a Quality Assurance Surveillance Plan (QASP) to evaluate contractor performance continuously. This comprehensive approach aims not only at maintaining high service standards but also at fostering an environment where continuous improvement is encouraged for optimal operational success at LEAD.
