Description

The General Services Administration (GSA), on behalf of the U.S. Army, is conducting market research to identify potential contractors for a non-personnel services contract. This initiative aims to support the maintenance and software subscription services for Land Mobile Radio (LMR) Infrastructure at Fort Hunter Liggett (FHL) and Camp Parks Reserve Forces Training Area (RFTA). The overarching goal is to ensure continued operational efficiency and reliability of the existing Motorola APCO 7.11 LMR System, which is critical for effective communication within these military installations.

The scope of work involves comprehensive maintenance repair services across various components of the LMR infrastructure. This includes servicing radio repeaters, antennas, servers, routers, switches, and consoles at nine distinct sites, including a Master Site at Building 197 and additional locations within PRFTA. The contractor will be responsible for providing network monitoring, remote diagnostic and restoration services that ensure secure event detection and system recovery. Additionally, support must be extended to Neptune Intelligence Computer Engineering (NICE) voice recording equipment through on-site visits and phone assistance.

Furthermore, the contract requires an annual preventive maintenance schedule with inspections spaced at least 11 months apart. The software subscription component includes providing Information Assurance Vulnerability Alerts (IAVA) updates alongside security patches for various operating systems such as Windows, UNIX, Solaris10, and Linux Red Hat servers. Antivirus updates pre-tested on an APCO 7.11 system are also essential to maintain cybersecurity standards.

Quality control is a pivotal aspect of this contract; thus, the selected contractor must develop a robust Quality Control Plan (QCP). This plan should outline standardized procedures for monitoring contract performance while ensuring all requirements are met efficiently. Continuous process improvement strategies along with corrective actions for identified discrepancies will form part of this quality assurance framework to deliver high-quality services consistently.
