Description

The General Services Administration (GSA), on behalf of the United States Army, is conducting market research to fulfill a requirement for interactive multimedia instructional development. The primary goal is to support the US Army Institute for Religious Leadership (USA-IRL) through its Religious Support Simulations Center (RSSC). This initiative seeks to enhance the training and educational capabilities of the USA-IRL by developing advanced multimedia instructional materials.

The contract focuses on procuring non-personal services from a qualified contractor who will be responsible for providing three Interactive Multimedia Instructional (IMI) Developers. These developers are tasked with designing, developing, and maintaining various interactive multimedia products. The scope of work includes creating 3D simulations, Virtual Reality (VR) and Augmented Reality (AR) environments, interactive videos, web and digital interfaces, applied games, and other multimedia assets that align with USA-IRL's training objectives.

To ensure high-quality deliverables, the contractor must furnish all necessary resources including personnel, equipment, software, supervision, and quality assurance tools. The Performance Work Statement outlines that while certain government-furnished items will be provided as specified in Paragraph 3.0 of the document, all other resources must be supplied by the contractor. A key component of this contract is the development and maintenance of a Quality Control Plan (QCP), which will guide how services are performed in accordance with contractual requirements.

The QCP must include detailed procedures for monitoring performance compliance with deliverables and specifications outlined in the contract. It should also address staff qualifications maintenance according to Department of Defense processes/approvals and ensure proper inventory tracking of government-provided equipment. Overall, this contract aims to leverage cutting-edge multimedia technology to enhance religious leadership training within the US Army.
