Army - Inspect, Test, Maintain Fire Alarm & Suppression Sys - MRAS

The General Services Administration (GSA), on behalf of the U.S. Army, is conducting market research to identify potential contractors for the inspection, testing, and maintenance of fire alarm and fire suppression systems. This initiative aims to ensure the safety and operational readiness of Army facilities by maintaining compliance with established fire protection standards. The overarching goal is to safeguard personnel and assets through rigorous testing protocols that adhere to both Unified Facilities Criteria (UFC) and National Fire Protection Association (NFPA) standards.

The work requested involves comprehensive testing services for both fire alarm and fire suppression systems across various Army facilities. Specifically, contractors are tasked with annually testing 81 active fire alarm systems, ensuring all procedures comply with UFC 3-601-02 as well as NFPA 70 and NFPA 72 standards. The contractor must also conduct retesting for any systems that do not pass initial evaluations, adhering to a fixed pricing structure agreed upon by the government.

Additionally, the solicitation requires annual testing of 90 active fire suppression systems, which include fixed deluge systems, portable deluge systems, and FM 200 systems. Contractors are expected to follow stringent guidelines outlined in UFC 3-601-02 and NFPA standards such as NFPA 25 and NFPA 70 where applicable. Similar to the requirements for fire alarms, any system failing initial tests must be retested at a predetermined rate.

Contractors must also provide detailed documentation following each test or inspection. This includes comprehensive service reports that outline test results, inspection findings, any adjustments made or mitigation measures taken, as well as recommendations for repairs or parts needed. Coordination with Contracting Officer Representatives (COR), building managers, and facility personnel is crucial for scheduling tests in a manner that aligns with operational needs while ensuring mission readiness.
