The General Services Administration (GSA), on behalf of the United States Army, is conducting market research to support the Office of the Staff Judge Advocate at Joint Task Force Guantanamo Bay (JTF-GTMO) in Cuba. Contractors are expected to deliver individuals with prior experience in FOIA processes who can effectively collaborate with JTF-GTMO personnel. Their responsibilities also include providing annual training on FOIA and Privacy Act requirements as mandated by federal regulations. Contractors must ensure their employees are familiar with policies related to detainee operations from both the Department of the Army and the Office of the Secretary of Defense. They will also be required to sign non-disclosure agreements due to the sensitive nature of their work at JTF-GTMO.

The contract period includes a base year lasting 12 months with options for two additional six-month periods. Contractors must develop a Quality Control Plan (QCP) that ensures all work meets or exceeds defined performance standards throughout this period. The QCP is crucial for identifying potential issues early on and maintaining high-quality service delivery across all aspects of FOIA request processing.
