Army - ARSOF Training Support - MRAS

The General Services Administration (GSA), on behalf of the Army, is conducting market research to identify potential sources capable of providing training support services for the United States Army John F. Kennedy Special Warfare Center and School. This initiative aims to enhance the training environment for Army Special Operations Forces (ARSOF) by integrating realistic role-playing elements into field and situational exercises. The overarching goal is to foster adaptability, initiative, and self-confidence among trainees through immersive and challenging scenarios.

The contract seeks a non-personal services arrangement where the selected contractor will provide comprehensive support including personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other necessary items. These services are crucial for executing role player support as outlined in the Performance Work Statement (PWS). The contractor will be responsible for ensuring that their personnel perform in accordance with established standards while being accountable solely to the Government.

This project builds upon a contract initially established in 2002 to address gaps in active-duty role player support for the Special Forces Qualification Course (SFQC). Over time, it has evolved to include various components such as opposing forces (OPFOR), guerilla role players, and other specialized training roles due to increased demand and consolidation efforts aimed at improving contracting efficiencies. The current requirement encompasses diverse areas like Military Occupational Specialty Support and Psychological Operations Training Support under a unified contract framework.

Potential contractors are encouraged to demonstrate their capability by responding to specific questions regarding their experience with similar contracts, recruitment strategies for specialized instructors and role-players, and recommended contract structures that would benefit both industry partners and the government. This RFI serves solely for planning purposes; no contracts will be awarded based on its responses. However, feedback obtained may influence future solicitations or small business set-asides related to this requirement.
