Description

The General Services Administration (GSA), on behalf of the United States Army, is conducting market research for a contract aimed at supporting the Army Sustainment Command (ASC) under solicitation number W52P1J-25-C-ADSM. The primary goal of this initiative is to facilitate application development and maintenance services that align with the Army's IT mission, development, and workforce requirements. This effort will ensure that the ASC continues to meet its operational objectives efficiently and effectively by leveraging advanced technological solutions.

The scope of work involves a comprehensive set of tasks categorized under several key areas, including application development, workload management, data analytics, quality control and assurance, training, service desk support, and contractor manpower reporting. Specific tasks include developing new software applications using technologies such as .NET Core and Power Platform tools; managing cloud-based environments like Azure DevOps; administering databases; ensuring compliance with cybersecurity standards; providing training on platforms like SharePoint 365; and offering ongoing technical support. The project also emphasizes logical workflow management to enhance operational efficiency across various departments.

To fulfill these requirements, the contract outlines 13 distinct labor categories with varying levels of expertise needed for each role. These roles range from Power Platform Developers to Solutions Architects and Training Specialists. For positions requiring multiple personnel, it is expected that both senior technical experts and junior-level professionals will be engaged to foster knowledge transfer and skill development within the team. In addition to technical skills in programming languages such as C#, JavaScript, Python, HTML/CSS as well as tools like MS SQL 2019 and Power BI Pro, candidates are expected to have experience in managing APIs across different data sources including SharePoint Online/0365.

This market research effort seeks responses from qualified vendors capable of providing these services while adhering to established Department of Defense directives such as AR 25-1 Army Information Technology and DoD Directive 8140 Cyber Workforce Framework. Vendors are encouraged to demonstrate their capability in delivering high-quality IT solutions that align with the strategic goals outlined by the ASC G6 division while addressing any specific challenges related to software management and agile development processes.
