Description

The U.S. Army Human Resources Command (USAHRC), in partnership with the General Services Administration (GSA), is seeking expert support for its Antiterrorism (AT) Program at the LTG Timothy J. Maude Complex located on Fort Knox, Kentucky. This initiative is part of a broader effort to enhance the Force Protection (FP) programs that are essential for safeguarding service members, civilian employees, family members, facilities, and equipment across various locations and situations. The contractor selected will be responsible for providing comprehensive support through direct labor, supervision, and administrative tasks to ensure the effective implementation of the AT program.

The work involves providing Full-Time Equivalent (FTE) or Subject Matter Expert (SME) contract support to USAHRC's AT Program. This includes developing a robust Quality Control Program (QCP) to assure compliance with all contractual requirements and prevent defective services from recurring. The contractor must also adhere to established DoD standards and Army regulations governing antiterrorism and physical security measures. Additionally, they will coordinate closely with USAHRC G-3 Protection Cell, which serves as the Office of Primary Responsibility for the Protection Program.

Contractor personnel are required to perform their duties primarily on-site at Fort Knox during standard operating hours from Monday to Friday. However, occasional travel may be necessary up to three times per year for short durations to assess other USAHRC-affiliated sites in San Antonio, TX; Indianapolis, IN; and Dover AFB, DE. Telework is permitted only on an ad hoc basis with proper authorization from a warranted Contracting Officer Representative (COR), ensuring that all security protocols are strictly followed.

To meet security requirements associated with this contract work, contractor personnel must possess a secret security clearance at the time of proposal submission. Maintaining this level of clearance throughout the contract duration is mandatory due to the sensitive nature of tasks involved in supporting USAHRC's Antiterrorism Program.
