The purpose of this amendment is to add the Q&A for this solicitation, and update Clause 52.212-3 and 52.212-5 with CAAC Letter 2025-02 Supplement 1, dated 18 FEB 2025, Supplement to CAAC Consultation to Issue a Class Deviation From the Federal Acquisition Regulation (FAR) Regarding Section 2 of the Executive Order 14148, "Initial Rescissions of Harmful Executive Orders and Actions," which revoked Executive Order 14057 and Section 2 of Executive Order 14208, "Ending Procurement and Forced Use of Paper Straws."
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested, and a written solicitation document will not be issued.

Background
The National Park Service (NPS), specifically the Andersonville National Historic Site (ANDE), is seeking contractors to provide National Cemetery Landscape Services. This requirement emphasizes the importance of maintaining the cemetery grounds to reflect respect for veterans interred there.

The NCA's mission is to honor veterans with a final resting place and lasting memorials that commemorate their service. The contract will be awarded focusing on commercial items and simplified acquisition procedures.

Work Details
The contractor will be responsible for planning, coordinating, organizing, managing, and performing maintenance activities at Andersonville National Cemetery. Key tasks include:
1. String trimming around headstones, monuments, curbs, trees, and buildings to maintain a clean appearance. Trimming must be done to a height no less than 1 inch from the ground.
2. Temporary relocation of flowers and decorations during trimming operations.
3. Providing all necessary personnel, equipment, tools, supervision, and materials for maintenance services.
4. Adhering to National Cemetery Administration standards for maintenance and appearance.
5. Conducting services six times a year with strict adherence to scheduling around federal holidays and interment services.
6. Developing a Performance Work Plan that includes quality control measures to ensure compliance with cemetery standards.
