THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

This synopsis/solicitation 1305M2-21-Q-01344 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-06.

The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of National Marine Sanctuaries, Pago Pago, American Samoa has a requirement for facility maintenance/repairs with a Period Of Performance of October 1, 2021 through September 30, 2022 with four consecutive option years.

The Place of Performance address is NOAA/NOS/ONMS/Tauese Sunia Ocean Center (Ocean Center) in Utulei, American Samoa.

Contract Type/Evaluation
The Government will award a firm fixed price contract based on Best Value/Trade Off. Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor's quote.

This RFQ is 100% set aside for small businesses. The associated NAICS code is 561210, Facilities Support Services, with a Size Standard of $41.5 million.

Service Contract Labor Standards
A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-5689, Revision Number 13, dated December 21, 2020.

Offeror Instructions
Each offeror must provide the following information with the quote:
1. The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
4. Acknowledgment of Solicitation Amendments (SF-30), if any, and;
5. Completed Past Performance Reference form.
Contractors who do not respond to items 1 through 5 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award.

Site Visit
A site visit is strongly encouraged. Quoters are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract. Please contact Paul Wong,
