AMENDMENT 0005 - Cancellation: Aviation Institute of Training Division (AITD) Services for the Office of Program Manager-Saudi Arabian National Guard (OPM-SANG)

Background
The solicitation is issued by the Army Contracting Command – Rock Island on behalf of the Office of Program Manager – Saudi Arabian National Guard (OPM-SANG) for Aviation Institute of Training Division Support Services. The place of performance is the Kingdom of Saudi Arabia, utilizing Foreign Military Sales (FMS) funding. The contract consists of a Base Period and four Option Periods, with the government having the discretion to extend the period of performance by an additional 6 months.
Inspection and Acceptance will be done by the U.S. Government.

Work Details
The contract includes various services such as Transition In, Program Management, Aviation Training, English Language Training, AVN Training, Maintenance Training, ATC Tower Services Training, MNG Aviation HQs Staff Support, MNG AVN Training Mgmt Office, Fueling/Defueling Maintenance Training, Contract Data Requirements Lists, and Value Added Tax. The contract also requires proposals to be submitted through DoD SAFE link using a best value subjective tradeoff approach for evaluation. Offerors are required to have an active registration in the System for Award Management (SAM) at the time of proposal submission.

Period of Performance
The contract includes a Base Period from Date of Award to 365 days after award inclusive of a 120-day Transition Period. It also includes four Option Periods: Option Period 1 from 366 days after award to 730 days after award; Option Period 2 from 731 days after award to 1095 days after award; Option Period 3 from 1096 days after award to 1460 days after award; and Option Period 4 from 1461 days after award to 1825 days after award. The government has the discretion to extend the period of performance by an additional 6 months.
