The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center Atlantic requires a new platform/foundation for a replacement air dryer on the NOAA ship Pisces.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number NM-AN2120-23-00239 is issued as a firm, fixed-price, commercial request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.

(iv) The NAICS code for this acquisition is 336611, Ship Building and Repairing; the small business size standard is 1,250 Employees. This acquisition is set aside for small businesses.

(v) Line items are as follows:

CLIN 0001: Fabrication and installation of a new Air Dryer Platform/Foundation and Air Dryer

(vi) Description of requirements for the items to be acquired: The NOAA ship Pisces requires fabrication and installation of a new platform/foundation for the vessel's air dryer.

Vendor will need to tag-out the existing air compressors and air dryer. The existing air dryer will need to be removed along with existing associated wiring and piping. Vendor will then need to fabricate and install a new platform for the existing mounting frame which the air compressors and air dryer are currently mounted to. The platform will need to be vibration-isolated from the frame so the replacement air dryer does not sustain damage from continual vibration produced by the air compressors. Vendor will need to re-connect associated wiring and modify/reconnect intake and discharge piping for the new air dryer. As a part of installing the new air dryer, the existing air compressor start/stop controllers may need to be relocated.

Vendor will need to paint the new platform and refinish any disturbed surfaces with PPG Amercoat 229 or equivalent marine-grade epoxy enamel. Any insulation removed or disturbed during installation will also need replaced.

The government has already purchased and will be providing the Beko RAHT100 Air Dryer. Vendor will need to provide materials and vibration mounts for the platform, stainless steel hardware for installation of the air dryer and platform, and new stainless steel-jacketed air hoses for the air dryer inlet and discharge. Hoses shall be rated for a minimum of 500PSI. Air compressors shall be tested after installation of the new air dryer on the new platform. See Statement of Work for additional details.

(vii) Vendor will need to be ABS certified for maritime welding and fabrication aboard marine vessels.

(xv) Offers are due 28-NOV-2022 at 1600 hours PST. Offers can be submitted via email to: jason.jenks@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor's responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers will not be considered.
