The U.S. Army Corps of Engineers (USACE), Seattle District, is conducting market research to determine the availability of qualified small business firms capable of installing and supplying four (4) digital control panels, four (4) valves with electromechanical actuators, and four (4) temperature sensors for the Albeni Fall Dam located in Oldtown, ID.

Scope of Requirement:
The U.S. Army Corps of Engineers requires four (4) digital control panels, four (4) valves with electromechanical actuators, and four (4) temperature sensors. The system is required to modulate the temperature of a hydroelectric generating unit cooling water loop. The system fluid is river water, used to extract heat from the generating unit through air coolers. The water temperature is controlled by the modulating valve, which either allows water to recirculate in the cooling loop or be discharged to the river.

Background
The U.S. Army Corps of Engineers (USACE), Seattle District, is conducting market research to determine the availability of qualified small business firms capable of installing and supplying components for a temperature modulating valve system at the Albeni Falls Dam located in Oldtown, ID.

This project aims to enhance the cooling water loop for a hydroelectric generating unit, ensuring efficient temperature control.

Work Details
The contractor will be responsible for providing and programming four (4) digital control panels, four (4) valves with electromechanical actuators, and four (4) temperature sensors.

The system will modulate the temperature of a hydroelectric generating unit cooling water loop using river water. Key specifications include:
- Modulating Valve: 4 inch pipe size, 125 PSI pressure rating, flange-to-flange dimension of 10 ½ inches.
- Pressure ratings: Typical 35-36 PSI, Low 30 PSI, High 42 PSI.
- Flow rates: Whole system typical 160-220 GPM, Low 150 GPM, High 350 GPM; Temperature modulating loop typical 36-50 GPM.
- River water temperature range from 26°F to 72°F.

The contractor must also provide commissioning and training for the system operation. Additional requirements include providing spare parts such as one spare valve and actuator combination, one spare temperature probe, and one spare pre-programmed controller. The contractor is required to submit descriptive materials demonstrating compliance with specifications and provide Operation and Maintenance Manuals in both hard copy and digital formats.

Period of Performance
The contract performance period will extend until all components are delivered by May 29th, 2025.

Place of Performance
All work will be performed at Albeni Falls Dam located at 2376 E. Hwy 2, Oldtown, ID.
