Background
The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Information Technology Budget and Finance (ITBF) aims to provide high-quality IT services to support the care of Veterans.

The goal of this contract is to enhance financial and acquisition data tracking, transparency, and traceability across OIT portfolios and investments, reinforcing OIT's commitment to effective fiscal management while adhering to federal oversight requirements.

Work Details
The VA requires a comprehensive Software as a Service (SaaS) solution for budget formulation, execution, and acquisition management. The solution must include:
- SaaS platform capability with application solution.
- Implementation including software installation, testing, and deployment support.
- Training support throughout the contract period.
- Help Desk support.
- Technical support and Service Level Agreements (SLAs).
- Installation of software upgrades, patches, and releases.

Key capabilities include:
- Budget formulation that aligns with VA strategic goals and OMB requirements.
- Creation of datasets capturing up to seven fiscal years ahead and prior for strategic planning.
- Ability to track changes with version control for budget records.
- Integration across ITBF Directorates and PPBE workstreams.
- Compliance with Federal Financial Management Improvement Act (FFMIA) standards.

Period of Performance
12 months from date of award, with four 12-month option periods; overall not exceeding 60 months.

Place of Performance
Contractor facilities; work may also be performed at remote locations with prior approval.
