Synopsis Synopsis Page 3 of 120 Synopsis *= Required Field Synopsis Page 1 of 120 VISN 15 Eyeglass & Optician Services This is a Synopsis of Proposed Contract Action in accordance with FAR Part 5.2 The government anticipates awarding a Firm Fixed Price (FFP), Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this proposed action. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective 06/02/2023. The contract is anticipated to have a five (5) year ordering period. Anticipated Minimum Order: $1,000.00 Anticipated Maximum Order: $5,000,000.00 Anticipated Contract Ceiling: $38,000,000.00 The associated North American Industrial Classification System (NAICS) code for this procurement is 339115 with a small business size standard of 1,000 employees. The solicitation is anticipated to be Total Set-aside for Verified Service-Disabled Veteran-Owned Small Businesses. All interested companies are encouraged to review the Statement of Work to begin preparing proposals for the upcoming solicitation, which will be posted approximately 30 days after the post date of this synopsis.

The contract is anticipated to be a Firm Fixed Price (FFP), Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period. The solicitation is anticipated to be Total Set-aside for Verified Service-Disabled Veteran-Owned Small Businesses.

Work Details
The Contractor is required to provide prescription eyeglasses and onsite licensed optician services according to contract specifications for beneficiaries at various VA facilities within VISN 15 Heartland. The Contractor must offer a complete pair of prescription eyeglasses at fixed prices, including specific requirements for lenses, frames, and safety glasses. Additionally, the Contractor must ensure personnel qualifications, maintain quality control processes, and adhere to delivery timelines.

The Contractor shall also offer Veteran beneficiaries the option to privately pay to upgrade their lenses with anti-reflective coating, photochromatic lenses, or both.
