Background
The Military Sealift Command (MSC) Norfolk, specifically the Strategic Sealift Program Support Office, is issuing this Request for Proposals (RFP) N3220526R6045 for a Dry Cargo Time Charter. The purpose of this contract is to secure vessel(s) capable of meeting specific transportation requirements for military cargo, including helicopters and wheeled vehicles.

The MSC's mission involves providing sealift support to the U.S. Navy and other government agencies.

Work Details
The contractor will provide one U.S. or foreign flag Roll-On/Roll-Off (RO/RO) vessel with a ramp door and a main deck height of 20 feet or more, capable of carrying a minimum of 136,083 square feet of military cargo. The vessel must have a minimum laden speed of 15 knots.

The delivery location is Charleston, SC (USA), with redelivery in Bahrain, Bahrain. The charter period is approximately 48 days, commencing on 28 March 2026 and cancelling on 31 March 2026. Offerors must submit a detailed itinerary outlining intended ports and estimated speed to confirm compliance with laydays. Additional requirements include providing a stow plan that meets specified criteria for weight, trim, stability, and segregation; ensuring the vessel is fully bunkered; and submitting necessary certifications such as the Certificate of Inspection (COI). A minimum of two supercargoes will be required onboard.
