Type: Special Notice

Description

Posted: March 17, 2021, 4:43 p.m. EDT

The Government's responses to Industry Day questions have been added to the posting. A subsequent edit will be done to add responses to questions recieved in response to the postings.

I. SUMMARY

The United States Air Force (USAF) seeks an alternate means to produce up to 200 pilots per year over a five year period. The government is seeking information and innovative approaches from industry partners to increase the capacity of existing organic USAF operations.

The government is conducting a simultaneous release of five (5) RFIs for aircrew training to allow industry to identify areas where combinations and efficiencies are appropriate and/or possible. Industry is requested to provide the government with solutions in a multipronged approach for the following Suite of RFIs:

  1. Contract Undergraduate Pilot Training (CUPT) - https://beta.sam.gov/opp/e808dc36be5140308da7523c46916c89/view
  2. Government Owned Contractor Operated (GOCO) T-6A (embedded into CUPT as Option B) - https://beta.sam.gov/opp/9b9e99f7614141cdba9893895a8d0139/view
  3. Contractor Instructor Pilot (CIP) / Contractor Simulator Instructor (CSI) - https://beta.sam.gov/opp/4c1940193c784381a99f59eade655664/view
  4. Initial Flight Training (IFT) 2.5 - https://beta.sam.gov/opp/d96a6aabac46475583242357dff06f8a/view
  5. Introductory Flight Training - Rotary Wing (IFT-R) - https://beta.sam.gov/opp/58baeba6d74c4612b123a8557f5fa4d3/view

The goal of this RFI Suite is to engage early with industry and gather information that will help the USAF evaluate improved options to increase pilot production and improve USAF pilot training. This, and the related suite of RFIs, are not Request for Proposals (RFPs), Request for Quotes (RFQs), solicitations, or an indication that the government will contract for this requirement, or any similar requirement, at any time in the future. No decision to pursue an acquisition or identification of a contracting organization to be responsible for an acquisition has been made. The government will not pay for information received in response to this RFI and is in no way obligated by the information received to take any action.

USAF's objective is to determine if your company can provide complete commercial services plus appropriate infrastructure through collaborative solutions to meet pilot production requirements as outlined across the five (5) RFIs in this Suite of requests.

USAF encourages industry to seek solutions that involve public-private partnerships in order to maximize value and minimize costs.

The Suite of RFIs has been released on BetaSam, and the hyperlinks have been provided above. This Virtual Industry Day is not in support of a known or current contractual requirement. This announcement, nor those associated with this suite of RFIs, are not solicitations, contracts, requests for proposals, promises to contracts, or a commitments of any kind. The Government will not assume liability for costs incurred by any attendee for presentations, marketing efforts, or data offered for examination.

Industry partners who were not able to attend the Virtual Industry Day event may still obtain a copy of the presentation materials. Simply register for the event and slides will be sent out to all who are eligible.
