Pre-Solicitation Notice in support of H-53 Components Performance Based Logistics Contract

NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia intends on awarding a Firm Fixed Price (FFP) Performance Based Logistics (PBL) contract for support of the items identified within this announcement. The maximum period of performance for this effort is ten (10) years, including one 5-year base period and one 5-year option period. This effort is in support of the CH-53 Echo and MH-53 Echo. PBL support includes, but is not limited to: the contractor providing procurement, repair, overhaul and/or modification, stocking, warehousing, storage, and providing Ready-For-Issue condition assets for the identified H-53 NSNs, packaging, handling, storage, configuration and obsolescence management, reliability improvements, and meeting supply response time metrics throughout the contract TMs period of performance. The contract will also require the contractor to partner with an organic depot via Commercial Services Agreements while assuming ownership of the repair management effort. The government does not possess the data necessary to perform the requirements under this contract. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Absent Government approval of additional sources, the Government intends to negotiate a contract for this effort with Parker Hannifin Corporation, Irvine, CA (Cage Code 73030). One or more of the items under this acquisition is subject to the Free Trade Agreements Act and/or the World Trade Organization Government Procurement Agreement and Free Trade Agreements. There is no small business set aside assigned to this requirement. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all responses received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
