SPECIFIC: RENOVATE EMERGENCY REPAIR FACILITY 4430, PHNSY, NBGPP

This project shall renovate and reuse building 4430PP in support of Pearl Harbor Naval Shipyard (PHNSY)and Intermediate Maintenance Facility (IMF) Guam Maintenance Activity (GMA) based at Polaris Point, Naval Base Guam (NBG), Joint Region Marianas, Guam. Building 4430PP renovation is to hold training functions not located with Non-Nuclear Shops in Intermediate Maintenance Facility. To remain a viable and strategic homeport for the Navy today and in the future, sailor capability and capacity must increase to effectively execute maintenance, as they are the primary workforce on Guam and the first SSN 774 BLK V is expected to arrive in 2027. The Future Development Plan for Polaris Point includes a number of planning actions to address deficiencies in submarine operations and base support facilities while optimizing developed land. It responds to existing conditions and analyses findings and addresses established priorities formulated during the ADP Workshop. The underlying driver of the plan was to consolidate similar functions into existing or new facilities and plan for renovations and repairs to existing buildings, where feasible as well as demolition of vacant and underutilized facilities. Areas for future development have been identified and reserved for mission expansion or new missions projected to come to the installation. The table lists both renovation and demolition programmed projects from the installation's IPL and proposed projects developed by stakeholders at the ADP Workshop, These projects address known capability gaps as discussed in Section 3.6.3.
