Description
Contractor to perform an HVAC Engineering study and design build replace units needed to mitigate building climate control issues and high humidity in building spaces. The engineering study and building heat load calculations shall incorporate all factors including but not limited to: supply ducting, return ducting, water cooling loop, cooling tower, outside air sourcing, building ventilation, thermostat locations, building structure, internal loads, and outside climate. NAS Northwest has very sensitive facilities to EMI. The use of variable speed motors and frequency drives is prohibited. Per The Department Of The Navy NAVSUPPACT HAMPTON ROADS INSTRUCTION 11011.11. All designs must be verified by EMI working group. Any New equipment design must incorporate humidity control and the highest availability of built in redundancy with two separate cooling circuits. All B-310 units were replaced in 2024. The replacement information can be found via NAVFAC contract eProjects work order Number 1657564 and contract number N40085-18-D-1149. Units HP1 and HP5 are now oversized and short cycling. The building spaces serviced by units HP1 and HP5 started having issues with high humility and mold. This issues was compounded by the summer month's heat and high humidity. These issues caused the building to be vacated until dehumidifier could be installed and the spaces cleaned. This cleaning also incorporated all building HVAC ducting to be cleaned and re sealed. Although other building spaces not serviced by HP1 and HP5 were not affected by mold issues we are requesting the survey to encompass the complete building system. NAVFAC and FSSC has worked on temporary solutions to control the building humidity and maintain the building as a safe workspace. However summer high humidity is coming.
