Description
CAT-2 DB-IH General Requirement: Equipment and systems involved in the transfer of fuel over the water is required to meet facility fuel dispensing and handling regulations including but not limited to 33 CFR 154, 33 CFR 156, 40 CFR 112, WAC 173-180, WAC 173-184, WAC 220-660, and Washington State Fire Code Chapter 23 and 36 requirements. NBK Bangor owns and operates an aboveground storage tank and marine fueling station at KB Pier (Building 7271), which dispenses gasoline to marine vessels operating at the installation. Due to age of the system, changes in regulatory standards, and pier modifications due to changing navy mission requirements, the system requires modification to ensure service is sustained and compliant with current codes, standards, and Navy mission. ***Note project should be evaluated in conjunction with P907 diesel fueling system design. P907 fuel system and pier changes will influence design options to meet requirements. Justification: -Ensuring adequate design and repair of system will ensure compliance with federal law and prevent leaks and spills from the system from entering the Hood Canal. -Outages of the system result in significant operational impacts to Navy vessel operations. -There have been a number of spills, including significant oil spills from NBK Bangor fuel dispensing and oily waste transfer systems. Two significant spills form the NBK Bangor Delta Pier oily wastewater collection system which occurred in 2014, & 2024, resulted in direct cleanup costs and significant loss of reputation of the Navy with state and local governments and federally recognized Native American tribes. -40 CFR 112 requires corrective action for regulatory and code deficiencies for petroleum storage and dispensing systems, within 6 months of identification within the instal ...
